It’s in Excellent used condition for one of these, when most of them are badly bubbling up. No rust around the upper visible edges importantly, The seal and retaining clamp is included/ fitted. Both in good used condition. 
The clamp and seal have not been removed and the metal surface below has not been I inspected. There’s no signs of corrosion based on available views. 

Painted red- paint lacquer fading and blown in places. The panel will require fresh paint to match your vehicle.
